Summary 

The 'All Our Futures' document produced by SOLON Consultants for the ODPM defines decentralisation as a situation where national policies are decided upon centrally but adminsitered and delivered locally.  This differs from devolution where the policies themselves are divised as well as delivered locally.

  • The relationship between local authorities and central government
  • The relationship between those forming policy and the communities directly effected.

Relevance 

A perceived likelihood of community fragmentation in the future means that decisions must be made regarding the geographical and poitical level at which policy choices occur to meet the needs of local communities.

The issue of decentralisation and related questions of how best to meet the needs of diverse communities are important considerations for all those involved in local governance, policy formation and service delivery.
