Summary 

In the paper 'All Our Futures: the challenges for local governance in 2015' produced by the Tavistock Institute, SOLON Consultants and LGIU for the ODPM (2006), 'devolution' is described as a situation where, 'policies themselves are - within some limits - devised as well as delivered locally' and as opposed to 'decentralised' forms where 'national policies are administered and delivered locally'.
