Summary

A paper produced in April 2006 by the Tavistock Institute, SOLON Consultants and the Local Government Information Unit for Communities and Local Government argues that future society will be characterised by 'difference and variation' and takes the position that a more devolved system of local governance will be better able to address the issues that this change brings.

Moreover, the paper asks whether the risks associated devolving power to localities in order to address these issues are greater than those of maintaining a more uniform approach.
