Summary

In his February 2008 speech to the Guardian Conference, Simon Milton argues that, 'in an advanced society, the central state is too remote to comprehend and react to the complex needs, ambitions and expectations of citizens and communities' and that in order to address the issues of an increasing complexity and diversity of needs in society, local government needs to deliver a more 'personalised' service and that this, '...is necessarily a local service'.
