Innovation Concept: Clonesville

Scoping discussion

Crime important, though changes recently and in Harrow road and pavements taken over. Mostly not a crime problem but perception.

Massive impact when complaint reported and then something done.

Some things are always going to happen – should try to manage the social consequences of that best. Deal with symptom not cause.

Design crime out of the environment.

Reclaim the town centre (particularly at night) – for families. Perception that the town centre would be full of yobs.

Take policemen out of cars on to golf buggies. Maintenance staff – recruit local residents to help them and then feel an ownership. Put lots of events on in local spaces to reclaim the space.

Reclaim a town centre – Epsom – starbucks opened up at 7.00 as a youth club. Starbucks subsidised their prices so they were affordable.

Knock-on effects of making one place better. Raise aspiration and know that change is possible.

Reclaim the town centre = objective = Reclaim clonesville night-time – wetherspoons/happy hours and nightclubs etc.

Feeling for people who are 40 or with children feel that the town centre is a place for drunks kids. Age thing not class. Urine.

Need a number of things at the same time for this to be successful:
Done at the same time, complementary
1) Joint planning – Police, council, health (mobile), licenced trade, CBI, schools, youth workers.
2) High profile/visible police in pubs. Licence-revoked to get rid of happy hours. Controlled drinking zone
3) Youth cafes – under 20s, they provide music, wiis. Use branding – young people identify with different brands, different dress code nights
4) Clonesville’s got talent, cinema space, pedestrianised, night bus, late night markets, temporary ice rinks, sporting events
5) Lights and grass – physical change – temporary public art. Involving community to do the changes – ownership
6) Toilets – community designs them
7) Move the prostitutes but provide support and counselling

Clonesville reclaimed: mixed economy – smelling food and coffee smells, seeing people of different ages, people brought together for a purpose not because there’s no where to go. Hearing conversations (not fights, sirens).

Different nights for different people and at different times of the year.
Well-being agenda, supports good parenting
Family night Friday in summer period – pilot

Barriers:

Funding – but savings from police, a and e.
Belief
Bars – vested interests
Weather
Vandalism
Hardcore minority
Police resources
Transport
Overcoming fear/perception of town centre, parking

Solutions:

Cost – sponsorship, invest to save
Weather – marquees and contingency plans
Concerns over asb/perception: need media support, cross-party support, positive messages
Vested interests: licence-revoking, communication, get them on board, use hqs, more people using them, solution
ASB: swift street maintenance services response, 24hr CCTV, lighting, Stewards, public/people presence/control (conform to the norm)
Parking – do a deal with the private car parks and subsidised buses

PITCH

Towncentre which is not pleasant, crime not high, but the centre of the town is to be ‘reclaimed’. 2009 summer programme, bringing the centre back to life. Concerts, record numbers attending evening markets, police focussing in on underage drinking in pubs, young peole attending ‘youthy café’, inschool arts exhibition, low for A and E admissions. Townsville has talen comp, physical change in town centre such as an ‘urabn beach’.

Costs – refurbish looks £150,000 Ice rink set up in town centre, bus sservice dedicated for the event, free parking available.
After £450,000for this one-off period. Invvest to safe initiative, good financial deal.

RESPONSE

Police on underage boozing, is this the real problem? Do you think you’ll get record lows to A and E?
Service of alcohol in pubs responsibly, police recommend to L council.

How do you get people to come into the towncentre?
Sustained campaign from licencing guild and various other parties, endorsement of celebrity. Commlative effort.

Cost of prentative work from police?
CJS processing money saved

Research that UA drinking won’t be displaced.
Trading standards combating off sales.

Plan to market – are you convinced that all in L community be bought in. Have involved young people in the design?
Can know for sure. Problem of involving YP is that it is hard to get a sensible answer from them. Will be involved in urban beach and art as they go along.

Dragons' investment

  • Agree with stategy, not persuaded that the community has been involved, doubts about the café in starbucks an attractive alternative to the pub. 2 years funding given but no real belief in timescale.
  • Again, not confinced in involvement of young people. Refurb of loo, think that the LA should be involved in that anyway. Free parking and subsidised bus service good ideas and will fund these.
  • Torn, good elements, won’t bring in the numbers expected but will fund as a one of and dependant on the success fund further. Will fund and provide bigger funding in year 2 if successful.
