Summary
Clayton and Schultz note that, 'strong international coordinating activity to address the challenges of the 21st century' has the price of restricting, 'local freedoms of action for national and local government' and that the, 'scope and size of national government [is] often inappropriate for addressing emerging international or community issues'. Such international coordinating activity is present on subjects such as:
- climate change;
- the need for environmental stewardship;
- rapid globalization;
- global poverty;
- the emergence of new power blocks;
- fear of terrorism; and
